Energy per photon is

E = h ν

, so ordering by photon energy is the same as ordering by frequency. Across the spectrum the frequency rises from radio waves, through yellow light, to blue light, and highest of all to X-rays. In increasing energy the order is radiowave, yellow light, blue light, X-ray.
