The mean deviation about $21$ is $\frac{1}{9}(183+|a-21|+|b-21|)=26$, where $183$ is the sum of the seven known deviations, so $|a-21|+|b-21|=51$. Since $a>b$ with $b\le 21\le a$, this is $(a-21)+(21-b)=a-b=51$. With $a+b=80$ this gives $2a=131$.
