Solution

On the axial line at distance

E_{P} = \frac{2 k p}{r ^{3}} = E

.
On the equatorial line at distance

2 r

:

E_{R} = \frac{k p}{( 2 r ) ^{3}} = \frac{k p}{8 r ^{3}}

.
Since

k p = \frac{E r ^{3}}{2}

,

E_{R} = \frac{E r ^{3} /2}{8 r ^{3}} = \frac{E}{16}

So

x = 16

.
