Solution

For an Atwood machine, the acceleration of the system is

a = \frac{( m _{1} - m _{2} ) g}{m _{1} + m _{2}}

Setting

a = g /8

\frac{m _{1} - m _{2}}{m _{1} + m _{2}} = \frac{1}{8}

8 m_{1} - 8 m_{2} = m_{1} + m_{2}

7 m_{1} = 9 m_{2}

\frac{m _{1}}{m _{2}} = \frac{9}{7}
