Solution

Enolization is favoured when the resulting enol is unusually stable. Among the given carbonyl compounds, the one in option (2) can enolize on all three carbonyls to give a fully conjugated, aromatic trihydroxybenzene (phloroglucinol-type) system. The large resonance stabilization gained on aromatization makes this compound show the highest enol content.
